Relevance and authority beat quantity
One link from a respected industry association or a well-read regional publication is worth more than hundreds from unrelated directories. Ask whether a link would send you a real visitor. If the answer is no, it is unlikely to help much with rankings either.
Start with links you have already earned but not claimed
Trade associations you belong to, chambers of commerce, supplier and distributor pages, industry bodies such as EPCH or FIEO for exporters, your alumni institutions, and local business groups. Many of these will list your website simply because you asked. This is the cheapest and safest place to begin.
Local media and regional publications
Regional newspapers and news portals cover local business genuinely: expansions, new facilities, hiring, community work, awards. A short, factual press note about something actually newsworthy earns coverage. This works far better in district markets than most businesses expect, because the competition for local coverage is thin.
Create something worth citing
Original data is the most reliable link magnet. A manufacturer publishing regional price trends, an exporter publishing a practical compliance guide, a school publishing local results analysis. If you produce the reference other people need, they link to it without being asked.
Sponsorships and community involvement
Local sponsorship of a school event, a sports tournament or a community initiative usually includes a website mention. It is inexpensive, genuinely local, and builds actual goodwill alongside the link.
What to avoid, specifically
Bulk link packages sold by the hundred. Private blog networks. Comment spam. Paid links without a nofollow or sponsored attribute, which violates Google’s guidelines. Reciprocal link exchanges at scale. Any offer promising a set number of high-authority links for a low fixed fee is selling something you do not want.
What this means for businesses in our region

It is almost always consistency. The businesses that win are not the ones that did something clever once. They are the ones that kept doing something reasonable every month for two years while their competitors started and stopped.
The short version
Build links slowly and from places connected to your actual business. Twenty genuine, relevant links will outperform a thousand purchased ones and will not need disavowing later.
Before acting on any of this, spend twenty minutes looking at what two or three of your closest competitors are actually doing. In most district markets you will find the standard is lower than you expected, which usually changes how ambitious your own plan needs to be.

A final practical note. Whatever you implement here, write down what you did and when. Six months later, when you are trying to work out why traffic moved, a two-line record of changes is worth more than any analytics dashboard. Most small businesses skip this and then have no way of telling which of their efforts actually mattered.
